Message from Foundation Chair
Another year has passed and we can again report that the DATC Foundation is continuing to provide scholarships; financial assistance; equipment and physical facilities to the students who attend this wonderful institution.
The mission of the Foundation remains the same as in the past years even though the state of our country’s economic condition continues to be strained by declining revenues and increasing unemployment.
Even though challenges abound, so do opportunities. The College has experienced a dramatic increase in enrollment as well as a decided increase in the requests for scholarships. The Foundation continues to provide a way for qualified students to obtain a world-class education as well as an opportunity to align themselves with very qualified employers.
Our annual golf tournament continues to benefit our students in the amount of $35,000 per year. We urge all of our supporters to plan for our 2010 tournament which will be held Wednesday, July 28th at the Bountiful Ridge Golf Course (currently rated the best public course in the state of Utah). COME AND SUPPORT US!
The Foundation has been the catalyst for some new corporations to join us as partners in training and development of students in maintenance and manufacturing arenas. We have been joined by Polaris, Okuma, and Lincoln Welding in recent months. These major corporations have made available more than $500,000 for use by the College to enhance our educational pursuits. These companies have been attracted to the College due to our new Barlow Technology Building and our outstanding faculty and staff.
We invite all of you to come and tour our facility and become converted to the finest Technology facility in the Western United States and possibly even the World.

Message from Campus President
Davis Applied Technology College experienced one of the most difficult and rewarding years in its 30 year history during 2009. The difficulties were chronicled by two legislative budget reductions which trimmed a significant amount of General Fund state resources from the institution’s operating budget. The result was significant administrative reductions, and streamlining resources to a very thin level.
This was the most notable year, as we dedicated the Haven J. and Bonnie Rae Barlow Technology Building and Scholarship Fund, recognizing major contributions to the College from Haven J. Barlow and the DATC Foundation in creating the finest technical education building anywhere in the United States.
Early in the year, we celebrated our 30-year anniversary with activities and wall unveiling which highlighted 30-years of accomplishments and community and economic building.
In May, the Polaris Corporation designated the DATC as a Western Regional Training site with donations of equipment in excess of $250,000. During the month of June, the institution was notified that Lincoln Welding Corporation and the Okuma Corporation were considering the College as a Western United States training site, with potential equipment donations of $4 million to $5 million.
The College has achieved a national profile, as Fortune 500 companies recognize the quality of the institution through sustainable partnerships. Moreover, the institution experienced a 17% increase in student membership hours, representing one of the largest increases in our history.
On behalf of the College, Board of Directors, administration, faculty and staff, more than ever before, we want to thank the DATC Foundation Board for stepping up to offset legislative budget cuts and funding which assured the building of the Haven J. and Bonnie Rae Barlow Technology Building and the Barlow Scholarship, also bearing their name.
The Foundation Board contribution to our students and projects is the real reason this institution can serve 17% more students with double digit budget cuts and increased partnership expectations.
I extend my sincere appreciation to each Board member for your dedication and your valuable time in making the DATC Foundation and the Davis Applied Technology College successful.

A Tribute to Haven J. and Bonnie Rae Barlow
Bonnie Rae Barlow was born in Layton, Utah, attended Davis High School and later went on to the University of Utah before studying at the University of Mexico. While at the University of Mexico, Bonnie Rae developed a great love and respect for the people of Mexico making numerous trips to visit taking blankets and other items to leave with the people. Each time, she would return with handmade items, pottery and art pieces she purchased, providing an income to the local artisans while helping them build financial independence.
Bonnie Rae was involved in the community through the Children’s Center, Women’s Legislative Council, Utah Symphony Guild, Ballet West Guild, Salt Lake City Assistance League, and the Bay View Club. She was very active in religion.
Her passion was for the enhancement of people through education, training and the development of employable skills as well as providing beauty through the art of music, dance and visual arts enriching the human experience. Bonnie Rae was an enthusiastic horsewoman, photographer and skilled artist through the medium of pottery.
Haven served the State of Utah as a legislator for 42 years, longer than anyone else in the history of the state. He served as the President of the Senate for three terms and was the driving force in the creation of the Davis Applied Technology College. While in the Senate, he sponsored legislation for the purchase of the land and begin construction of the DATC. His vision for the applied technology colleges was to provide flexible skills training leading to long-term employment stability. Over the years, his interest in helping individuals develop employable skills and become self-sustaining has not changed. When asked, Senator Barlow will tell you that one of his greatest accomplishments was creating the Davis Applied Technology Center in the late 70’s.
His influence is also evident in Davis County through the development of the Hill Aerospace Museum, the purchase and creation of Antelope Island State Park, and establishment of the Weber State University Davis Campus.
After service in World War II, Haven entered the real estate and insurance business. He has been active in business and community affairs serving on the boards of the First National Bank of Layton, Utah Symphony, Davis Applied Technology College Foundation, past president of Ogden Board of Realtors, charter member and past president of the Layton Rotary Club and the Trappers Trail Council of the Boy Scouts of America.
Critical components of the lives of Haven J. and Bonnie Rae Barlow have always been family, church, government, and providing the community the beauty of culture though art, music and dance.
Report to the Community
Foundation Contribution
The first concern for the Foundation is providing scholarships to the students wishing to attend the college. Through the generous gifts and donations of our partners as well as the golf tournament, the Foundation has been able to continue funding scholarships.
Since 2000, the Foundation has been able to provide $660,084 in scholarship funds. At an average scholarship of $500 per award, 1,320 individuals could have received financial assistance helping them accomplish their educational goals. If each of these people were to have obtained employment at $12 per hour and continued working, the potential impact to the community would be nearly $32,000,000. Gaining employable skills provided a means for many of these individuals to move off any assistance program which impact is not included in this total.
Although there have been several larger donations, the majority of the scholarship donations have been in smaller amounts including the sponsorships received through the golf tournament.
We would like to thank those who have partnered with the DATC Foundation as well as the community leaders who serve on the Foundation Board for the purpose of assisting the College in accomplishing its mission through procuring supplemental resources and by promoting business involvement, public awareness and building community support.
Scholarships – Our #1 Priority
The College has experienced a significant increase in enrollment during the past year and therefore, an increased need for scholarships and need-based assistance. The Foundation remains committed to providing funds to make education and training available to as many individuals as possible.
Scholarship funding continues to be available for students with exceptional performance within specific skill areas, students with defined financial needs, and high school students with targeted completion during the summer after high school graduation. During the past year, the Foundation made available $134,398 for tuition and books to enrolled students.
According to the 2008-09 Student Income Survey, 74.5% of our adult students were in the low to moderate income level which is up from 70% the year before. These are individuals who are eager to move forward and become financially independent. With the current economic environment, the need for financial assistance has increased by 30% over last year bringing great challenges for the Foundation.
Golf Tournament
During July of 2008, the Foundation hosted the 15th annual golf tournament at Bountiful Ridge Golf Course. With the support of the community through corporate sponsorships, lunch sponsors, hole and tee sponsors, cart sponsors and tournament participants, $36,733 was raised to provide scholarships to students attending the DATC.
Players had the opportunity of winning 2 Jeep Wranglers from Larry H. Miller Bountiful on two of the par 3 holes and $10,000 from Wells Fargo on yet another par 3 hole. We are waiting for one of our golfers to take one of these prizes home. Maybe next year!
The Foundation continues to hold this annual event on the last Wednesday in July at Bountiful Ridge Golf Course. As you plan your corporate giving for the next year, we hope that you will include this event and support students wishing to develop skills that will lead to financial independence.

FY 2010 Foundation Goals
Expansion of Entrepreneurial Opportunities
The College and Foundation continue to pursue the expansion of entrepreneurial opportunities in Morgan County. The Foundation has secured a 3-year Community Development Block Grant for the purchase of property to begin the development of this facility. It is the goal of the Foundation to have this property purchased before the end of 2009. This purchase could become the anchor to a complete business and industrial center in Morgan.
The Morgan Educational/Economic Development Facility will function as a business incubator used to nurture young companies and help them to survive and grow during their start-up periods when they are most vulnerable to failure. The Center will provide assistance with business management, funding source location, and technical support. It will also provide educational opportunities for high school students as well as public upgrade business training.
Developing new Partnerships
In a time when people are in great need of new and enhanced skills but don’t have the financial means of paying for their education and training, the Foundation is forging new partnerships, many through those currently involved with the College on various levels.
The Foundation is exploring the options available through the new business partnerships being created at the College. This includes expanding current relationships in order to be more responsive to the industry needs as well as developing training opportunities with new partners.
The Foundation is moving forward with its planned giving campaign to enhance its long-term availability of scholarship funding and project development.
Scholarships – need continues to grow
Scholarship funding has been and continues to be a primary concern for the Foundation. With 74.5% of the adult students being in the low to moderate income level, providing scholarships becomes vital to the educational success of these individuals. During the year, the College has seen an increase in enrollment and thereby the Foundation has received a request for enhanced funds. The request is anticipated to be at least $140,000 and could be as much as $160,000 to accommodate student needs in FY2010.
As is evidenced by the Foundation’s mission statement, scholarship funding continues to be a priority for this body. Funding is made available for financial assistance to accommodate requests for need-based funding, merit-based awards, and awards to high school seniors.
16th Annual Golf Tournament
July will bring the 16th annual golf tournament which is the largest single event for the Foundation. Even with the current economic status, we continue to strive to achieve the $40,000 level for student scholarships.
We are encouraged and grateful for the community support of this event which provides the funding for numerous student scholarships. Since 2002, the golf tournament has raised a total of $235,778 offering funding for some 263 students. These funds came from numerous smaller donations ranging from $250 to $2,500 each. We believe in the involvement of “every day” people who want to make a difference in the lives of others.
We will once again have a shotgun start held at the Bountiful Ridge Golf Course on Wednesday, July 29, 2009 at 7:00 a.m.
